Connect COnover: Comprehensive Pedestrian & Bicycle Plan
Connect Conover is a comprehensive plan outlining pathways for pedestrian, bicycle, and greenway improvements throughout Conover. Dedicated local businesspeople, community advocates, and engaged residents, alongside city officials and leaders, continue to show their commitment to supporting Conover’s liveliness, advocating for transportation connections for both longtime residents and newer arrivals.
Connect Conover: Comprehensive Pedestrian & Bicycle Plan
People who need to apply for or pay for most permits in Catawba County may now skip the visit to the permit office and handle their business online. An online permitting system, ePermits, is now available for projects in Catawba County and the municipalities of Catawba, Claremont, Conover, Hickory, Long View, Maiden, and Newton.
The City of Conover adopted a consolidated Land Use Table that was updated in November 2023. The Land Use Table provides a concise listing of uses and places them in a format that is easy to use. This table will be helpful to citizens and developers when they need to understand and research what is allowed in each zoning district.

The 2003 Land Development Plan is an effort to reinforce and improve the community atmosphere of Conover. This plan is intended to provide guidance and controlled growth for the city. As the community continues to grow and change, this plan will serve as a policy guide for the public officials who make overall policy and day-to-day land use decisions. In 2021, the Planning Department began working on an update to this plan. In July 2022, the update to the 2003 Land Development Plan was adopted and will serve until the year 2030.
Connect Conover is a comprehensive plan outlining pathways for pedestrian, bicycle, and greenway improvements throughout Conover. Dedicated local businesspeople, community advocates, and engaged residents, alongside city officials and leaders, continue to show their commitment to supporting Conover’s liveliness, advocating for transportation connections for both longtime residents and newer arrivals.
This plan was created in partnership with the NCDOT Integrated Mobility Division and the consultant, Traffic Planning & Design, in 2024. This was an update to the original pedestrian plan created in 2008. This new plan not only included more pedestrian options but added in the bicycle component.
Conover's first Parks Master Plan. This plan includes an inventory of all the City Parks as well as recommendations for future park amenities and future parks.
The purpose of the Southern Conover Small Area Plan is to be used as a tool to guide future development within this specified area. This plan provides detailed information and solutions to guide the future development and redevelopment for this area of the city. This plan provides a series of recommendations and implementation guidance for public and private investments and strategies that should be pursued to achieve the vision for the area. This plan guides new policies, land use, infrastructure needs, and principles of urban design for the Southern Conover area. Redevelopment and new development in this area will be prioritized in accordance and conformity with this small area plan.
In July of 2010 the City Council adopted the Conover Station Master Plan. This master plan is guiding document that will help shape the future development on the site.

- What is my property zoned?

Call or stop by the Planning Department. Planning Staff can tell you what your property is zoned as well as the permitted uses, setbacks, etc.
You may also look at our Zoning Map (PDF) to identify what your property is zoned. If you still have questions, please give us a call and we can help anytime!
- How do I rezone my property?

To rezone a parcel of land, a Zoning Map Amendment (Rezoning) application must be filled out. The fee to apply for rezoning is $400. The request will go before the Planning Board at the next scheduled meeting. The Planning Board will hear the request along with the staff's recommendation and will then make a recommendation to the City Council which will vote whether the request is appropriate or not. Any citizen interested in rezoning their property is encouraged to discuss and meet with the Planning Department. * - Applicants are responsible for reimbursing the cost of city engineer review fees for applicable submitted projects. Applicant will be billed by the City of Conover. Applicant is also responsible for any recording feeds for required plats/deeds with Catawba County Register of Deeds.
